Pada awal mula bangkit PT Jasa Marga (Persero) Tbk memiliki peran utama ialah melakukan perencanaan, membangun, mengoperasikan dan melaksanakan pemeliharaan jalan tol beserta kelengkapannya agar jalan tol mampu berfungsi sebagai jalan yang bebas hambatan dan mampu memberikan manfaat bagi khalayak umum. jika melihat sejarah panjang perseroan ini, hingga pada tahun 1987 Jasa Marga yaitu satu-satunya penyelenggara jalan tol di Indonesia. sampai akhrinya pada akibat dasawarsa tahun 80-an Pemerintah Indonesia mulai untuk ikut sertakan pihak swasta untuk berprestasi dalam pembangunan jalan tol melalui prosedur BOT. lalu pada tahun 1990-an Perseroan lebih berperan sebagai lembaga otoritas yang memberikan atau memfasilitasi investor-investor swasta yang sebagian besar ternyata gagal mewujudkan proyeknya. Beberapa jalan tol yang diambil alih Perseroan antara lain seakan-akan JORR dan Cipularang. Melalui adanya UU No 38 tahun 2004 tentang Jalan serta PP No 15 , maka terjadi perubahan bisnis jalan tol diantaranya dibentuknya BPJT sebagai regulator industri jalan tol di Indonesia, selain itu penetapan tarifl tol oleh Menteri PU dengan penyeuaian setiap 2 tahun. Maka dengan demikian, Perseroan kembali menjalankan fungsi penuhnya sebagia perusahaan pengembangan dan oprator jalan tol sedangkan kiprah otorisator dikembalikan ke Pemerintah.
